The Finance office is responsible for all areas of financial administration, including revenue recording, investments, expenditure tracking, financial records administration, budgeting, debt financing, and financial reporting. Within the budgeting area, in mid-July, the annual "Tax Budget" is prepared, presented to Council, and made available for public inspection in accordance with State requirements. In the fall, the proposed Budget for the following year is offered to Council for their approval, an interim budget is passed, and a final appropriation ordinance is considered in early January for the revenues and expenditures for that year.
Each year, after the books are closed in December, the Finance office begins the preparation of the Comprehensive Annual Financial Report. This annual report, prepared in a business-like accounting format, is available to interested citizens upon request, or in PDF format on the Financial Reports page link to the left.
General office hours are 8 AM to 4:30 PM weekdays. All City offices are closed on the following holidays:
New Year's Day, Presidents' Day, Good Friday (offices close at noon), Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving, Friday after Thanksgiving, Christmas Eve, and Christmas.
If any of these holidays fall on a Saturday, City offices are closed the Friday before; if any fall on Sunday, City offices are closed the following Monday.
